volume decreasing

I have a '65 reissue fender deluxe reverb and the volume decreaes when I drive it hard. Does anybody have any ideas as to what the problem is?

It could actually be a number of different things....but replacing the tubes, one at a time, would be a good place to start. Does it do this on both channels? This would help narrow the problem down.
