what exactly does it means when the ampīs power specs say that it is 700W at 4ohms "both channels driven" ; does it mean that each channel is going to send 700W to a 4ohm load? or both sides (L and R) sum up 700W?
specifically the QSC GX5 amp.
can it drive 4 8ohm 400W speakers? (2 a side) or just 2.

Yes, 700 watts per side @ 4 ohms. So two 8 ohm speakers per side or one 4 ohm speaker per side.

"Both channels driven" shows that the amp's power supply can deliver the watts. You know those cheezy home theater amps that cost $399 and deliver 700w RMS? They test 1 channel at a time. The power supply could never deliver enough to drive all the outputs at once.

I have and use the GX5 and it delivers the goods. I have 2 400 watt 8 ohm speakers on one side and 2 300 watt wedges on the other. No problems.

would a crown CTs2000 amp blow these speakers? i found one for cheap! it's 1000W per channel at 4ohms, instead of the 700W QSC GX5

Don't fall for the numbers game on any amp. You will see a set of wattage specs specified.
The LOWEST number PER CHANNEL is the most accurate.
