Is there a way to test power caps. I read that if they read under 15k ohms then they are dead. Is this a definitive test?
Thanks for any tips.

Are you asking about power supply caps? There's no definitive resistance test. You need a cap tester and even those aren't foolproof.
If the caps in question are over 15 years old, don't test them, replace them.

To test a power supply cap:
First, locate the power supply caps in the circuit and drain them.
Second, unsolder BOTH leads of each cap you want to test.
Observe the polarity of the old cap.
Install a new one in its place observing correct polarity. You're done! :D
