I just picked one of these (http://www.rolls.com/data/db25man.pdf) up at GC because it was $12.99... and I am a sucker. I figured I would ask the experts here if it would be ok to use the speaker out on my fender DRRI into the DB25 (-40db) into a powered PA system? I think it is implied in the diagram but it doesn't seem right.

that's a line-level attenuator/direct box, i believe. i would definitely advise against using it on an amplifier.

Thats what I thought bu the diagram pretty clearly says to use the speaker output throught the box into a mixer???

I don't see why it wouldn't work. That is a DI box, and with 40dB of attenuation selected, it should take a speaker signal fine. Just remember that it is NOT the power soak type of attenuator: the speaker stays connected and the signal passes through to it unchanged at full volume. If you need the speaker disabled, you have to add a dummy load resistor too. I have used this setup (tube amp, low-cost DI box and dummy load resistor) for recording bass parts in the studio.

Thank you, sorry if I sound like a tool but this is new to me and my searches on the net have turned out pretty fruitless.
So... are you saying that I should leave the speaker jack direct to the speaker and use the External speaker to input of Diorect box (-40db) XLR out to the PA? or:
SPKR OUT > Speaker
EXT Speaker > DB25 > PA
?????

You could do it that way. Or you could run the DB 25 in line with the speaker:
SPKR out > DB25 > INT SPKR
Either way should work fine.

Ok I have it,
The diagram for the palmer counterpart is much better. They are essentially the same thing but the Rolls has both 1/4 inch jacks marked as inputs. In reality when using with an amp you want the second jack to go out to the speaker and then the XLR to the console:
Amp Speaker out > to first 1/4 jack then:
second 1/4 jack to speaker for the load requirement, then
XLR to Recording console, PA, Board
Did some recording with a DRRI and a VTM60 tonight and got some very interesting and present tones. This thing is a steal at $13 you certainly could not build one for that price, you might get as far as the case, jacks, and resistors.
