measured each side of the Phase inverter tube on an amp and one side was the spec 230v, and the other was 217v? I don't understand how only one can be off. Any suggestions?

...could be: (a) plate resistor has 'drifted' out of spec, or (b) that half of dual-triode is conducting harder, or (c) a combination of both.
...do you have another tube to try (temporarily)?

Since the two sides have different plate resistor values (82K vs 100K) the voltages should be different - the one with the 100K resistor should be slightly lower, as you have found. The diagram is wrong, which is not unknown, there are other examples too.
Check the actual ohms of the 100k & 82 K resistors. I will bet they are off
