I am looking to get a line mixer. Specifically for reverb and delay. I can blend them into my power amp fx loop and maintain a clear signal chain. both the vood labs and cae don't seem to be avavilable. I do not want soemthing that will degrade the signal

Hmm,,was wondering the same thing myself when I started building my current rig. There really didn't seem to by anything available, or at least available at a reasonable price. I would have been interested in something like that myself.
I've seen them occasionally going used on ebay but that's about it.

I use an ART PowerMix I, which is (despite it's name) a 4-channel passive mixer. Works great for mixing the outputs from my Nova Reverb and Timefactor back into my amp's FX return. For $30 you can't go wrong: http://www.musiciansfriend.com/product/ART-PowerMIX-l-4-Channel-Mixer?sku=180623

I just picked up an Xotic X-Blender and it works incredibly well. I'm not even running it through the effects loop and it sounds great w/ my DD-20. It has volume, Bass and treble dials to help eq and boost those pedals that have volume drop. Great pedal!!!

Ashly Audio makes a few different ones and they can be had for peanuts on E-Bay.
Very high quality, both sonically and build-wise.
