as you can tell...I'm still trying to piece together what i know and the sizable amount i dont know...thanks. Or better phrased, howz that work?

There's never too much plate voltage to cathode bias. In fact, by cathode biasing, you decrease the plate to cathode voltage of the tube making the tube even happier.

do i also get to "not bias" the power tubes anymore as well? is that how it works?

In general, yes IF and only if the appropriate cathode resistor is selected.

The value that puts you at somewhere between 70 and 100% maximum dissipation for the tube.

Try Google. There's a lot of stuff on this on the net and it isn't something that can be fully explained in a few posts.
