Reaper question

Lets say ya have two tracks recorded and one, because of some latency, is just a bit delayed behind the other.
How can you adjust the one track?
Whenever I try, BOTH tracks move.

Yes, you can move just one. Do you have both tracks selected. BTW, the Reaper forum is really helpful:
