i want to get into PC recording but don't have much to spend right now. basically i want to just start out by plugging my POD in directly, so i don't have to mess with a mic and pre. i would also like to be able to import other people's stuff and add tracks to it, and being able to create some rhythm tracks (i.e. drums and bass) would be nice, too. i could get the steinberg studio case via mail order for $200, or would one of the cakewalk products be a better option? other suggestions?

Well this is as cheap as you can get. It is free. It might tide you over until you find out exactly what you will need.

Old Dutch saying - "buying cheap is buying twice". (Though it may not quite apply here).
