$17 total seams really high. You can order them for much cheaper, brand new, from almost any supplier. F&T's are currently on sale for $4.92 at www.tubesandmore.com

Ugh... I'm pretty sure that's a motor start/run cap, NOT a DC power supply cap. Motor caps are used to put the voltage and current out of phase so the AC motor will start and/or run. Notice it's rated for 450VAC.
