Fender Hot Rod Deluxe volume problem.

This problem is on the channel 1 Clean Channel.

When the volume is turned all the way down I still
have sound. When turned up a little between 1and 2 there
is no sound and when you start to approach 3 it gets grainy and thin.
but after 3 the volume sounds good and starts to work fine again.

I have changed the volume pot but problem still exists.
Is there a capacitor or resistor that could be causing this?

I've got a HRDx on the way and I did a lot of research on the volume issues. I found that the easiest solution is to buy a volume box. Put all the volume and tone settings at a loud setting that sounds good then just plug in the volume box and dial in a lower volume with that. It's harder to get powertube saturation though.
