I get?

So our old school Punk band just got a very strong singer. When he is at the top of his volume, our PA cuts out and seems to shut down.
What would help this situation and how should I set it?

Compression, my man. It'll help. I sing really loud too. You've gotta compress the hell out of it.

compress! but if your amps are low power they will clip sooner, and eventually to shut off. But Ive seen this before, bands play so loud (stage volume) that they just run the vocals thru the pa and have to put them up so loud that it clips the amps. I just added a new amp to my churchs sound ( we do hardcore shows ever now again) and used a compressor and it made a world of difference.

you may want to invest in an external power amp (along with the compression) to handle the load.
