Replacing block inlays?

Just bought a used LP-style guitar with block inlays, a couple of which are sticking up i.e. not perfectly flat with the fretboard. (Frankly, a couple of the inlays look like they were poorly glued in).
1. Is this normal wear ("inlay sprout")?
2. Can it be fixed?
3. If it can be fixed, how complicated is it, and how much should it cost?

Paul Bordeaux does great inlay work, but it is not inexpensive....to replace what you've got with real MOP would run you around $325...but he's the best!!! He's done several guitars for me.

Usually, the ones that peel up are merely translucent plastic where there is also a crinkled piece of metal underneath it to give the inlay that pearl like effect. I put a tiny drop of crazy glue on the side of the inlay and just press it back in place, holding it for a few seconds until the glue dries.
