Two 8 ohm speakers can also be wired as 16 ohms. Just make a note on how the speakers are currently wired (what gets connected to what) and you'll be OK. You could also just leave things as they are if you're not experiencing any problems. I've run mismatched loads on lots of Fenders with no issues. You just want to avoid HUGE mismatches! If you check the thread on SRV's amp, you'll notice that he was running his VR with a 2 ohm OT into an 8 ohm EV speaker. Worked for him...:)

The man who sold me the Tremolux head said to make sure I use a 4 ohm cab, repeatedly. He replaced some of the old electronics with new(sprague)Does that make a difference?

The answer to your question is yes.. Swapping 8 ohm speakers into the place of 16 ohm speakers will result in a 1/2ing of the cabinet impedance (to 4 ohms in your case).
You can't make a 4 ohm load from two 16 ohm speakers.
Replacing the caps won't effect the impedance in any way.
