I have an ampeg svt 4-Pro head that i would like to run to a 16 ohm cab. However my amp says that it can handle 2 4 and 8 ohm rateings and says nothing about 16. Do you think it is safe to run 16 ohms?

Is that a tube amp or a solid-state one? I can never remember which model is which with the SVT range, they made both.
If it's a tube amp, set it to 8 ohms and it should be fine. You'll get a little loss of power and bottom-end.
If it's a solid-state amp, it probably won't have a selector, but it's safe to run anyway. You'll lose a little more power, but probably less tone.
But - if the cab has two, four or eight speakers, you can rewire it for 4 ohms and get the full range and power from the amp.
