Can the TC Electronics Nova Delay do a "dual delay" like the Timefactor?

yes, but only 3 set variations of it.

It has a dual delay function, but you can't set the tempo seperately. So let's say you enter one of (three?) dual delay modes (i.e. quarter note + dotted 8th), then tap in a certain tempo.. The 'two' delays will follow that tempo.

Yep, but they are fixed note values (3 varieties). Timefactor does allow you to set each of the dual delays independently of each other, which is nice (but only if you need it). If you are looking for a basic dual delay, the Nova is fine.
