OK, I downloaded the manual and couldn't find the answer to this.
Can you set it up, like the M13, to run multiple delays in "stomp box" mode, as an effect only unit (no amp sim)?
For example, with the M13, you can set all the foot switches to a different delay effect within a scene, so hypothetically, you can have multiple individual delays.
Can the HD500 do this too? It doesn't look like the 300 or 400 can, as they seem to have FX1, FX2 assigned to specific footswitches.
Any try this?

Yes.
Download the edit software. It will install fine and you can see how everything is laid out.
FWIW you could conceivably have 8 delays each with a dedicated footswitch.:crazy

Another way of putting it is that the POD HD500 is like 2 M13's fx intercoupled.

I believe it does although you'd only have 4 FX simultaneously just like the M13.

My understanding is that the 300 and 400 put FX into blocks. You can't have more than one effect per block on at the same time. Because compressors and dirt and some of the filter sims are all in Block 1, you can't have a compressor and dirt box on at the same time, for example.

You can indeed have 4 fx at the same time but you would be limited in your choice of fx as they are divided into and restricted to certain fx blocks.

With the HD500 you can do whatever you want with the 8 available effect blocks. As long as DSP permits that is

OK - that's how I interpreted the manual, but wanted to be sure. Sounds like this is not the case with the 500 though?

This is just one of many reasons why I think it's well worth it to go for the HD500.
