So my fiancee is from the EU. She moved over here a year ago and brought her money from a house sale with her. She put it in a BofA account because she was planning on staying...well now we're moving back to Europe. BofA is apparently not accessible except through her debit card in the EU to her because she's not a US citizen.
I am thinking that we need to close the account and open one with HSBC or someone like that, or invest the $ in the stock market, then open an account in Spain and deposit it back there. Because it was not from any earnings in the US, I'm hoping (probably naively) that the gov. will not get too involved.
Advice?

I purchased international bank drafts in Euros at my local (Citizens RSB) and deposited them to my account in Ireland. BOA is a terrible bank. ING is a good bank if you are doing the European cash thing.

Open an account where you are moving and do a wire transfer from BoA.

You shouldn't have any problem if you have documentation describing exactly what you stated regarding the sale and proceeds of the house. Be careful if you pull this move anywhere else...in Colombia it is very difficult to repatriate money.

This.
Exactly what I was going to say. I moved a large amount of money (also from a house sale in Canada) to the U.S. when I moved there. I used a wire transfer. It is the best and safest way to move money.
If she's not a U.S. citizen and if the money is in an account in her name, the gubmint won't care. They can't tax people unless they (a) have a green card and (b) earned the money in the U.S.
If she has a bank account where you are going, then all she needs is that information to give to her current U.S. bank.
