OK, so the back of my amp has the following speaker connections:

16ohm 8ohm 8ohm 4ohm 4ohm

How should I hook up 2, 16ohm speakers ?

what make/model/year is the amp ?
when you say two 16 ohm speakers, are they in one cab ? two cabs ? already wired to one jack ? two jacks ?
is there a switch beside the speaker jacks on the amp to select the impedance ?

It's a Cornford Roadhouse 30 head.Two, 4x12 Marshall 16 ohm cabs.Two cables.No impedance switch.
I think pdf64 is correct, plug into the 8 ohm outs.That was my first guess.

I found the manual online at

it says there are
3 output taps 16ohm, 8ohm and 4ohm
5 jacks total. one 16ohm, two 8 ohm jacks in parallel, two four ohm jacks in parallel.
if you are using one 16 ohm cab only - plug into the 16
if you are using both 16 ohm cabs, plug into the 8 and 8.
If you only had a single 8 ohm cab - you would plug into one of the 8's
if you had two 8 ohm cabs, you would plug into the two four ohm jacks
if you only had a single four ohm cab, plug into one of the four ohm jacks.
it is not designed to run two 4 ohm cabs.

It also says, never plug into two different impedances at the same time, and never turn on without a speaker plugged in.

Most speaker cabs have two (parallel) jacks. For the best dual 16 ohm cab match, connect both cabs together with a good, unshielded, 18/2 (at least) gauge cable...then connect one of the cabs to one of the amp's 8 ohm jacks using a similar quality cable. Do not use a guitar cord for a speaker cable.

However, if each cab doesn't have two parallel jacks, you're left with either building/buying a "Y" box or plugging each cab mismatched into the amp's dual 8 ohm jacks.

? It wouldn't be a mismatch.
The amp has a 2 sockets in parallel for the 8 ohm output; I guess that the designer had anticipated this very situation.
The 2 16 ohm cabs present a total load of 8 ohms when connected in parallel. Therefore each cab can be plugged into its own 8 ohm socket.
No need for Y connectors.
Good point about avoiding guitar cables for speaker use.
