So just an update on this-
the guy just went away. After I said fine, send it back, insured at your expense, he just backed off. I think he is just a low-level scammer that tries to threaten people into refunding some money, he probably does it often. No way he wanted to go out of pocket and pay to ship and insure the instrument. So, a lot of stress all for nothing, but at least it's a non-issue now.
