Korg Pandora. Drums and bass lines, runs on batterries so you can take it anywhere. Plug an ipod into it to learn songs. Cool little tool. Mines an old one and it's still kickin'.

Maybe this isn't the OP's situation, but a lot of times, the effects and the amp are part of the practice. For me, I need to hear the delay (for example) so I get the timing right... and part of my practice is doing the tap dance at the right times for effects and amp channel switching. So the pedals and amp need to be part of my practice time, or I'm not really practicing. In which case, if I had to stay that quiet, I guess I'd go with an attenuator that has a load option.

Carr Mercury, 1/10th watt setting. You will get no complaints about noise, even dimed.

Exactly. I'll also use my iPad with Amplitube or GarageBand but they sound kind of crappy sometimes.

I use a Vox Night Train head into a Egnater 1x12 cabinet hooked up to a Line 6 POD XT Live. I can practice at whisper volumes and still get most of the tones that I need. I don't really care for this setup live and won't use it playing out, but it works for home use. A lot of times I just play unplugged around the house. With the right equipment you can practice at volumes that won't disturb anyone. I don't care for headphones.

POD with OD pedal of choice.
I also use a Tascam CDGT1...good for learning parts.
All that into my Mackie 8 channel mixer, and out into my Sony Headphones.

Perfect and perfectly quiet.

A new wife....

Sorry if it's been said already. And sorry to sound flipant, but I'm *not* seriously suggesting this to you. But, I had an X File that didn't like my guitar playing. I now have a wife (15 year now) unselfeshly wants me to enjoy life, of which includes significant amounts of guitar playing.

What's my solution? I too have kids and don't want to play loud. So I plug into my home pedal board (usually using a Barber Direct Drive or Dirty Bomb) which has a Boss Loop Station at the end. I turn the Loop Station down to hit my Dr. Z Z28 at low volume. Significantly better than any direct device and headphones.

Multieffect's line output to soundcard's line input in computer. Headphones. Backing track from computer if I need one.

Alternative is unplugged.

I also have a 1/2W practica amp but it's way too loud at volume levels at which it doesn't sound anemic.

This. With a great master, you can rock out pretty damned quietly. Still not really satisfying, but it's better than playing unplugged.

That said, a modeler and monitors or whatnot is a reasonable way to go as well. I can't really deal with the headphone thing though. Feels really unnatural.
