RUN! Anyone who has any idea what they are doing should already have a PA. It is the singers instrument, it is his responsibility. End of story.

I agree with gregm. I've started a band, so we are still in the practice-only stage, but I'm buying the sound system. I've bought all of the vocal mics and the instrument mics, and I'm saving for the mixer. I'll have everything we need by the first gig. I've already explained to them that I will own the sound system, I will take an even cut of the gig pay, and if we have to replace a member for any reason the remaining members won't have to worry about replacing gear, paying the exiting member (which is probably an even bigger pain if they leave on bad terms), or trying to charge the new member for joining the band.

One alternative is to find a local PA provider/music store that can bring a PA and set it up for you. That person will often be a sound man as well. If you can make it work financially, this may be an option for you.

Another good thing is usable PA equipment no longer costs a mint. The really good stuff always will (I once used a 1X12 unpowered wedge that cost $4000 on its own), but you can get lower line stuff that will do the job for far less.

I have never seen the "let's chip in and buy a PA together" scenario work out well. OTOH, often the player owning the PA will use that to get more power in the band. Overall it's a tough issue.

One good thing is many of the better paying gigs (town festivals, upper tier clubs, concert halls) will often provide PA. This is a mixed blessing also; less work and worry for the band, but there are always issues working with the provided sound guy. Often the PA is inadequate in some way.

All this makes a man want to switch to bluegrass.

Not even remotely correct or "End of story". If the whole band isn't using the PA, you're doing it wrong.

...and there's lights, too.

In my past situation, I just couldn't go along with the Behringer crap PA that our keyboardist/bandleader bought. So when it came time for the inevitable discussions of sharing in the equipment costs, I bought the 4-Bar LED lights, the vocal and acoustic guitar compressors, the power racks, and my own powered monitor - I was pretty quick to point out that no band stays together and that this is a partnership - when (there is no 'if') it comes time to go our separate ways, it's just a matter of picking up our ball and going home. OTOH, the vocalist supplied himself and his crappy acoustic...s'all he put into the band.
Everyone thought it was sensible. Bandleader owned the PA, I owned some key components, the vocalist owned dick-all. We broke up a year later when the leader had to tend to a family medical situation and it was a no-drama scene.

Write up something defining what happens when someone leaves the band, or when the band breaks up.

BTW - Do you really want the vocalist to be the only person who makes use of the PA? I wouldn't.

In the current band we are in.... we split the cost of the PA 4 ways... We bought out 1 person already.... and it wasn't too bad.... everyone knew at the time... that they would be bought out if they quit.

Tell them you saved them $1100 so, minus your $400, they owe you $700

If I knew the band was stable and a good fit
for me, I'd consider it. I'd have to get the
deal in writing, though. OTOH, I happen to own a PA so
I would have a whole other deal to work out
with them!

Got suckered into this same kind of deal when I was starting out 32 years ago and of course got burned when I left the band. Never fell for it again. While this may work out for some bands especially original bands it seldom works for cover bands where almost everyone is replaceable.
