Wiring Fender Bass and Treble pots....Got a question

I have an amp that is having issues with the tonestack. I won't go into crazy detail here, but my question is, after looking at a fender schematic layout, I notice the pots are wired slightly different then the one in question. Since I don't know enough about pots or how the signal flow works, I want to know if this is my problem.

On the left is the schematic by fender and the right is how the amp in question is wired. Would the right-side wiring prevent the bass knob from doing anything?
