Are all strings made by the same company(ies)?

For the umpteenth time, I went to purchase my usual strings, D'Addarios, and the shop only had Ernie Balls. The owner insisted that they were the same thing - that there are only a few companies that make strings, which are sold through different brands. Anyone know the truth?
