a funny little tube problem

i've got a fender pro junior from the 80's that I put new matching JJ's tubes in about 8 months ago. 2 EL-84's and 2 ECC-83 S tubes.

after a 6 week tour that i did with it i noticed that it was crunchier than i remembered and broke up sooner than i had remembered (my memory could be faulty here).

anyway, i checked out the tubes and noticed that the el-84 (the power tube) on the left wasn't lightening up or getting warm whereas the other was doing both.

is this normal---the amp does work after all, just with more fuxx---or is it something i should investigate more?
