If you look closely, a lot of members have links to bands, MP3s, Youtbue vids, etc. Isn't that basically posting music?

Oh wait, I get it. Are you one of those folks that thinks someone's opinion about music is only valid if they post music?

If not, I'm not sure where you're going with this.

Who will deem the music worthy? Who's going to tell the members that their music sucks? Will there be a panel?

I like the Steel Guitar Forum--all members have to use their real names to post.

So someone who is just starting out, new to said forum and interested in learning about stuff, would have to record a scale or two (assuming they know how to record something listenable) so the heavy hitters could say "Keep at it Sparky, you'll get there with a bunch of practice!"

i lurk on the steel guitar forum, and can't ever remember anyone attacking another member there.....they seem to be gentlemen

Oh, it's happened, but at least you know who is attacking you. A lot of disagreements and misunderstandings get hashed out. There have been some scammers and people who've been banned, but not many.
