Non traditional singer.
I think there are many singers who have such a strong style and delivery it makes the point as to whether they have what would be called traditionally a "good" voice irrelevant. I understand good is subjective and everyone could go round and round about that.
But there are some vocals that most people agree are not good in a traditional sense but clearly are they are giants because of their ability to sing a song and make it work. Bob Dylan is an obvious example Neil Young ? Joe Walsh ? Who do you see as a mediocre singer who really has been able to make their style work for them? |

Lou Reed probably fits what you are looking for, but I wouldn't call these guys mediocre singers. Tom Waits? Connor Oberst?

Mick Jagger and Lemmy spring to mind. I love them both, but it would probably be pretty painful to hear them sing "Ave Maria", y'know?

Efrim Menuck from A Silver Mt. Zion is a terrible singer by traditional standards.. but one of my favorites in delivery.

Peter Gabriel doesn't have the traditional "good" voice, but is very smart and knows how to use it.
And, come to think of it, most all good singers you remember have that quality. It's the picture perfect voices that I tend to forget and don't last, in my opinion of course. |

Another vote for Charlie Sexton. Neil Young and Tom Petty are in that category as well. I will add Billy Corgan to that list.
Dave Matthews actually has a great voice imo.
