You are going across both wires. forgo the wires and go from either side of the 470 ohm resistor ( the blue one in the pic) to ground. It will be close enough. Be very careful and use an alligator clip on the ground side.

You're in the right area...

You have it right, area wise. You might want to read your DMM's instruction manual to see if there are any other options for measuring DC voltage.
