It's a rare tape delay that's all. It's a bit more crunchy than echoplex, much more common in a British studio too.
T-Rex is much more likely tape slapback than racks, probably a Watkins copycat or something.
So haven't actually tried a freeze for yourself?
As helpImarock says it takes a tiny modicum of pedal technique to soften the attack.
The EHX Grand Canyon has a "drum" echo mode that simulates the Echorec!
I thought they may be too. But he apparently used Hohmer buzzes and stacks.

He used a MuTron III on the recording too.
It's probably a rebadged "thin case" colorsound tonebender. They did that with a number of models in the 70s
Yep ep2s for the tube preamp in the studio for TV. Largely a few old Ibanez pedals in their solo careers
He used a big muff and an eq (miss boosted) for leads. remember the dynacomp was always on.
Quine just used an MXR compressor as a boost with a strat to start with, live anyway. MXR phaser later on, and EHX DMM later still.
Both Verlaine and Lloyd started using (pretty) minimal pedals after Television.
