Just go to fabric store and get industrial strength Velcro. Dual Lock is not better, just more expensive. I've had both.

I went to three different Home Depots and none of them had it.

Dual Lok is not velcro ... just so you know what you're getting... best deal I found was on eBay, lifetime supply (10') pretty cheap.

So does the 3M dual lock hold better than Velcro?

I have found that Dual Lock on the pedal + loop side velcro on my board = an almost impossible to remove mounting solution. It holds like crazy, but forget just casually moving pedals.

Yes. Only use 1 inch squares on each corner or you'll never get the pedal back off. And then use a small screw driver to wiggle in between to separate.
