4 Ohm tube head to 8 ohm cab?

What would happen if a 4 ohm Tube Head was run into an 8 ohm cab?

As long as it's not a Marshall you'll probably have nothing happen.
A 2 to 1 mismatch is usually safe for most tube amps.
There may be a diff in the feel and tone of the amp with a mismatch.
Could be positive or negative result.

The cab is a marshall, the head is a fender though. Does that change anything?

You should be ok.
I bet the 8 ohm Marshall cab actually measures a little less than 8 ohms.

Sounds like say a Champ (4 ohm) into an 8 ohm speaker? I tried it, didnt hurt anything but it didnt sound good either, that particular mismatch doesnt work in my experience.
