I have an old 60's guitar that has had everything done to it. It has been refinished (poorly), the serial number and company logo are both gone, and it's been routed for different pickups. Despite all that it still sounds good and is......pretty cool. I would like to add neck binding, especially on the low e-string side to help see the dots. What kind of costs would I incur and how involved a job would it be?

If all you want is help seeing the dots, then all sorts of ways to do that without adding binding. It would be much less expensive to simply have more visible dots installed wither on the side or on the fingerboard.

You're looking at a total refret job plus the binding. I would guesstimate anywhere from $350+.

Adding new dots you can do yourself for $10 or less.
