Is your 2203/2204 silent when volume is on zero? Meaning that if you are playing your guitar and volume is all the way down, can you hear your playing?

If your volume is off you should hear nothing. Have you tried a different guitar?

I have some like that and others not. Possibly depends on the Volume pot.

Mine is totally silent so as above check the volume pot. If scratchy when turning then use electrical cleaner or replace it.

So I should be able to find a pot that would be silent when the volume is turned off?

A Pot in proper working order should be silent when off. There is a wiper that glides on the substrate inside the pot. When turned all the way one way, it shorts to that leg, when turned the opposite way, it shorts to the opposite leg. In a 2204/2203, when the MV or Gain is at 0, the wiper is shorted to ground and therefore there should be no signal. But, those pots do get damaged and worn, so you could either leave it (if there is no other strange symptom) or have it replaced....
