I have read the eq on their range of mic pre's is 'worth the price of admission alone' I am wondering if they (the ATC-2) falls in the category of cheap mic pre's-on the higher end of that category, or if they are at the beginning of a serious mic pre?

I don't find them objectionable. They are very far from a signature sound of API or Neve gear and not as pristine as Millennia or similar. What they are is fairly neutral, punchy and quiet, with lots of gain. The stock Burr Brown INA217 amp rolls off some highs and adds a bit of color to the low mids. I replaced mine with SSM2019 amps and replaced the signal caps with larger Panasonic FM series.
