Boss Volume Dilemma

So I just got a new Boss Volume (FV-500H), and I'm using the tuner out. However, when I have the knob set to minimum, and the pedal is all the way down, I don't get any signal to the tuner. Is this normal?

Took awhile to get a hold of Boss, but so far they haven't been much help with automated, generalized support

Based on this the pedal should be heel down.

my issue is when I do that, it doesn't send a signal to the tuner, only when the toe is down

Bump. I've contacted Boss but they have only sent me the instruction manual.

My issue is that when using the tuner out, and the pedal is heel down, no signal goes to my tuner.

That shouldn't happen - the tuner out is wired directly in parallel to the input jack, so it should always see the incoming signal. Are you dead sure you haven't mixed up the input and output jacks? Running the pedal "backwards" would absolutely make the tuner out not receive any signal with the pedal in the fully off/heel position.
