Is changing tubes on an amp a simple plug and play operation or is it more complex than that? I've read some stuff about biasing. Could I do it myself?

Just changing them is out with the old and in with the new. Some amps make biasing easy, but most don't. You'd want to be pretty comfortable with electronic components to do it yourself.

Weber has a product designed to make it a bit easier.

Depends - Pre amp tubes can be changed without worrying about bias. Just swap tubes of similar type i.e. 12AX7 for 12AX7.

Power tubes depending on the amp may need to be biased.

    Which amp do you have?

Depends on the amp. Mine is cathode biased so I don't have to. Many amps are not so biasing is needed.
