Cutting/re-shaping and buffing celluloid picks

Ive been experimenting with cutting and re-shaping 351 style, heavy shell celluloid picks to a more rounded shape. What is the best material to re-buff the cut edge with?

Sandpaper helps get the shape right but doesnt buff the edge smooth enough...any ideas or suggestions?

Fingernail buffer. One with three or so different "grits." Available at drug stores, beauty stores, etc.

Dremel tool with one of those little buffer pad thingys??
