You sure that's metal? I think it's just form of shipping container for the power tubes while in transit, probably cardboard.

Some amps have metal (often aluminum) on the back panel for shielding but I'm pretty this isn't the case here.

It's a safety thing. It keeps you from getting burned on those tubes. You can take it off, I suspect the legal department or government required it. I just bought a 68 custom deluxe and it had it.
