I want two dual setting pedals, a delay and a chorus, each with an on/off button and a button to toggle between two different settings.

Does anyone make such a delay pedal or such a chorus pedal?

That sounds reminiscent of Strymon's favorite switch.

There are plenty of each that have presets, but I don't know of many that have only 2 presets aside from Strymon, but I did think I read of someone applying that idea to other pedals.?.

    Yep, that's Strymon gear exactly.

You COULD do that with any pedal with Expression control by plugging in a latching SPST into the expression pedal jack.

Are you looking for a dual-preset Chorus Pedal (analogman bi-chorus) and/or dual-preset Delay pedal (Strymon, Diamond, analogman, JHS, Visual Sound, and lots more)

Or, are you looking for a dual-preset that has delay AND chorus in one pedal?

Yes......my original post was a little fuzzy.......

I'd like a chorus pedal with two settings that can be toggled with a footswich.

Same thing with a delay pedal.

I have a Visual Sound H2O........nice pedal but kind of noisy.

What kind of delay you looking for? Digital? Analog? Models you can switch between?
