A lot of songs we play are in the key of A. I generally capo 2 and play in G because I regularly drone the open G string.

Would it hurt a guitar to tune every string up a whole step (F# tuning instead of normal E)? That would allow me to lose the capo.

Won't necessarily hurt it, I don't think. It would do you some good to get it set-up for that tuning if you plan on leaving it like that all the time, though.

I keep a stratocaster tuned to G# Major! I wrote a few songs on an acoustic with a capo that I now play on electric and for that and a variety of other reasons, I tune it on up! It's a blast to play, too!

I was considering buying a short-scale guitar for this purpose.

You might want to lighten up your string gauge and tweak the truss rod. Sometimes it better to have a separate guitar dedicated to alternate tunings.
