OK, I saw this on a recent trip to Russia. What is it and where can I get one?

That is a balalaika, probably a bass or contrabass
As made famous by the Scorpions in "The Wind of Change"...

Contrabass Balalaika, tuned EEA one octave below the guitar. I had a prima balalaika (tuned GBD one octave above the lowest G on a guitar) and it was very fun to play. It's not a really unique sound , but it's nice.

Yup, beat me to it. I know someone who's got a higher pitched, smaller one but those things are definitely shaped weird.
