    What have you tried?

There are at least a dozen of presets like that in the TF.

As for the technique on the lead sound, all you do is set a fast tempo and very low feedback.
You might get a fairly close shot for both delays if you set the second delay with a slow tempo and medium feedback.

A basic digital delay will get you there. Repeats at the same volume of the dry sound and feedback set just to one repeat

It sounds like dotted 8th with a filter on the repeats. I know the Timeline can do this. Not sure if the TF has that ability.

Dotted 8th mode with the first repeat being roughly the same volume as the dry signal. Probably only 3-4 repeats necessary.

the annoying thing for me is that i dont know how to change my timefactor to musical figures rather than milliseconds. is there something in the settings?

Turn on the Tempo control; check the manual if you can't figure out how to do that. For the filtering effect, you probably want to try the FilterPong algorithm.
