There are folks who visit my workplace who are either heading to the gym, or on their way home. They walk into our store, dressed in athletic trunks and sports shirt, oblivious to the freezing, snowy weather outdoors. All I can say is, more power to you, stay warm, and "Nice shorts!"

Do you counsel them on their attire?

Some people wear shorts in winter, some people wear outfits that match their guitars.

When my kids were in school it was the thing for them to want to go out in the winter without a heavy coat. Never understood why they insisted on this but they did. I'd say what if the car breaks down and you're stranded in the cold ? No reply. Then there's the " you don't get sick from the cold, you get sick from germs " argument. Maybe it's a way to test your toughness or get attention or maybe the cold just isn't an issue for them as much as it is for others.
I tried to council my kids on it if that is going to be the follow up. People I worked with I would just think about how cold it would be to me and shake my head. Once in a while though I will walk to get the paper without putting a coat on. Call me crazy.

My son runs in shorts in very cold weather and I often wears shorts when I leave the gym, even in winter. After a workout, I'm pretty hot and it's only a short drive home. I'm usually still sweating when walk in the door.

    Peace,

I've heard tea can be very warming if served in the afternoon.

I recently signed up with a gym 1.1 miles from my house. I've worn shorts going there when the temp was in the teens. The other day I had to make a stop at my credit union before I went to the gym. Somebody in the line commented "you're braver than I am to be wearing shorts."

Since I'm so close to the gym, it's not worth the hassle to carry a gym bag, change in the locker room, work out and change again. Just throw my coat on and go. Makes it more likely that I'll actually go to the gym.

    Nope.

This is my usual response, about being "braver". I've determined it's better than saying, "Nice legs!"

Unless they are cargo shorts, right? In which case you inform them of their crimes against humanity?

Typically not the case during northeastern winters. Gym shorts or long pants. No swimsuits in this weather unless you're vacationing somewhere I'm not.
