Jackson Audio Prism as a Preamp into a power amp?

Has anyone actually tried this? Does it have enough output signal and high-end frequency response to drive a clean power amp?

I’m sure it would work but may not sound that great. You’d just have to try it. I had a Prism and used it into a Quilter, it doesn’t quiet impart enough “pre amp tone” imo, it’s more like a clean boost with treble and bass eq, so I think you’ll mostly miss having any control of mids or gain going into a power amp. The Kingsley Harlot and it’s siblings work great going straight into a power amp, also the Ethos pedals, Effectrode Blackbird... now those all impart some nice tones into a pwr amp. Imo the Prism is quite a few steps below those in terms of quality and tone.

It may or may not have the level necessary to qualify as a "preamp" of sorts, but it's not going to be the same thing as the tone-shaping preamp of a guitar amplifier.
