midi controller foot question

I currently have a Ground Control Pro, works great but I want more buttons. I know the Rocktron all access and Midi Raider allows you to set up 5 patch changes and then the other 10 buttons for changing stuff like fx off/on, etc...

My question is, what midi footswitches allow you to set ANY button as a program change or instant change - IE either change a preset or change say whether or not a delay or chorus is off/on.

Am I looking at an ultrafoot or (horrors!) using a Axe II midi pedal with my Kemper? heads would explode!

Nah, I have a ground control pro that I like, just would prefer being able to set individually each button for either program change or say fx off/on. The Midi Raider and the All Access can be set up for first or first two rows program change, but I think two rows is overkill and one row isn't enough

Liquid-Foot+ series? they can do everything you can think of.
