I think they're the position on the fretboard. i.e. VI=6th position, III=3rd position, etc.

You mean the ones above the staff on each example? They seem to correspond to the fret that you would position your first finger on.

the V - I denote the 5th degree of the key and the 1st degree of the scale ... in a harmonized major scale, the V is a dominant 7th and the I is a major ... so in the example (key of C) it is a G7 to a C

but yeah, if you mean the tiny roman numerals, those are fret numbers for the 'position' (i.e. where your pointer finger of the fretting hand is)
