As far as noise an reliability goes (since features wise the MXR is way superior) how does this two compare?

The 403 would win by a landslide. The determining factors would be:

    1. Number of outputs
    2. Amount of flexible options
    3. Features

Noise and reliability are equal. I've had both and can attest they are of top quality. They both have isolated taps and a toroidal transformer, which is very common in PSU that help w/ noise issues: isolated taps and toroidal transformers. Between the 2, it's a matter of your powering needs. the 403 can do what the PP2+ can, with many more powering options: 4-18V taps, 2-9VAC taps, 2-variable volt taps and 8-9V taps.

Another nice feature of the 403, it has a power on/off switch, making it easy to power down your board, rather than having to unplug your board.
