My Bassman ten isn't lighting up on blows fuses when I turn it on. Any ideas why?

This is a mid 70s Bassman ten with a solid state rectifier. It blows the fuse each time I turn it on. Could this be as simple as a bad power tube?

Pull out the tubes, put in good fuses, turn it on and see if the fuses blow...

No preamp or power tubes, fire it up, and if it doesn't blow the fuse then it's a bad tube?

I was told by an amp tech that if your amp is blowing fuses when you turn it on, DO NOT keep trying to turn it on. It usually means there is an issue with the amp and you can do damage to the amp by trying to use it. I recommend taking it in to the shop.
