    It's an industrial control switch. I saw a number of vintage ones for sale during this weekend's antique mall odyssey.

    No up or down. Only jog (inch).
    It's for a compensation-motor of some kind. Like to balance out uneven loads that a crane can't pick cleanly. Like deck-tables when they reshore them up a level.
