I want to find a relatively cheap and easy to use loop pedal. Just for a practice tool laying down chord changes so I can practice lead playing. I'm not really familiar with what's out there.

I saw the Rowin Loop Mini Electric Guitar Effect Pedal but it's only sold from China. At least on eBay. Maybe ok. Anything else like it to consider?

+1 for the TC Ditto. Another option to consider is an EHX 360, you can save ten loops on it, I find that useful.

Ditto for the Ditto. Very simple. Very easy to use.

Ditto is probably the smallest and one of the cheapest. (That's what I use.)

If you need more features or more room to store loops, the next step up is probably the EHX 360 as mentioned above, or the Digitech JamMan Express. But as a bare-bones practice tool it's hard to argue with the Ditto looper.
